This course will cover a number of legal aspects of code administration including 1) Complacency and Outrage Cycle; 2) Basic legal concepts; 3) Legal basis for the Inspectors’ duties and responsibilities; 4) Responsible party issues.

9:45–11:15 a.m. − Unsafe Structures and Equipment

Learn how to navigate enforcement surrounding unsafe structures topics will include: 1) Gathering Evidence; 2) Choosing the Right Statute or Ordinance; 3) Condemnation; 4) Demolition; 5) Reports and Notice and Abatement Orders; 6) Abandoned Property; 7) Post-deprivation Hearings; 8) Hoarding.


12:15–1:45 p.m. − Right of Entry

This course will provide a basic understanding of the legal framework for inspectors surrounding right of entry. Topics will include: 1) Overview of the Fourth Amendment; 2) Examination of U.S. Supreme Ct. Cases; 3) Privacy; Consent; 4) Search Warrants.


2:00–3:30 p.m. − Special Issues in Enforcement

Linda Pieczynski, Code Attorney

This course will explore unique enforcement scenarios inspectors find themselves challenged with. Enforcement techniques will be offered to help inspectors navigate enforcement in such cases.
